Obama will stop at the sprawling base in northern San Diego County one day after delivering a speech in Phoenix and making an appearance on "The Tonight Show with Jay Leno" in Burbank.

The president was expected to introduce a mortgage reform plan during his Arizona stop, in which he will suggest shuttering government-backed Fannie Mae and Freddie Mac. He has made several economic speeches recently that focus on the tepid recovery for the middle class.

A White House official said the Camp Pendleton stop would allow the president, who turned 52 years old on Sunday, to "visit with troops and their families and to thank them for their extraordinary service to our nation."

His remarks at the base are scheduled to take place shortly before 1 p.m.

Vice President Joe Biden and his wife, Jill, stopped by Camp Pendleton last month to visit with the Marines.
